I was taught that only Abel has the privilage of being lower-case. So I write Gaussian elimination, Cauchy sequence, Boolean algebra, Taylor series, etc. Only for Abel do I write abelian group. My experience has been that this is the only consistent exception to the usual capital case rules. It is not that there are not counterexamples to this, but abelian seems to be the only one that EVERY reference writes with a lower case. However, in computer science boolean is a keyword in certain computer languages to that is also making headway.

As for the PM reference guide I would suggest we follow the lead of common Journals, such as AMS journals. A quick search on MathSciNet for names like "gaussian" "cauchy" "boolean" all come back with titles which have G , C, B, instead of g,c, and b. So it seems most journals require this convention.
