The origin of the notation is unkonown to me but I've seen it many times in the discrete math-combinatorics-compsci fields although I think its obvious the double factorial name comes from its similarity from the normal factorial
and its use, well,the simplest I can think is to write something large in a compact form /jsut like normal factorial does)
